Omnipotent.
In a recent article a Progressive Christian asked:
What if God is not omnipotent?
Whether God is omnipotent or not He will not force anyone to do His will. Participation is voluntary.
"The word of our Lord came to Zechariah, saying: Thus says the Lord of hosts: Render true judgments, show kindness and mercy to one another; do not oppress the widow, the orphan, the alien, or the poor; and do not devise evil in your hearts against one another. But they refused to listen, and turned a stubborn shoulder, and stopped their ears in order not to hear. They made their hearts adamant in order not to hear the law and the words that the Lord of hosts had sent by his spirit through the former prophets." Zechariah 7:8-12a (NRSV)
So if God prompts us to do something but we don't want to do it there is nothing He can do.
So much of what is taught in church goes in one ear and out the other and, even if we proclaim something with our lips, if we will not listen there is nothing God can do.
God does not punish us.
"'And this is the judgement, that the light has come into the world, and people loved the darkness rather than the light because their deeds were evil.'" John 3:19 (NRSV)
