The four Beasts that rise out of the sea in the Book of Daniel are four empires:
Babylon, Persia, Greece, and Rome.
They are called Beasts because they rely on violence and force.
And they kill thousands.
The Fourth Beast is boastful and blasphemes against God.
It has terrible teeth that crush and devour its victims.
Pax Romana was the Roman peace which was established through violence and domination.
"Peace through Strength" is the equivalent of Pax Romana.
